Anything less than $150 is a toy, not a musical instrument.  It will sound bad, the tuners will not stay in tune, just don't do it.  $175-250 is good for your first uke.  Pretty much anything in this price range will be about the same level of quality.  Cordoba is a good brand, but there are many others.  

Ukuleles come in 4 different sizes: soprano (smallest), concert, tenor, and baritone (largest).  The concert size is the normal size and is probably the size you should get.

You can tune your ukulele using the Fender app.  If you want to spend some money and be even more accurate, you can get a Korg tuner and a clip like we use in the classroom:
